It comes down to a debate about whether the church's primary focus is trying to dictate morality or deepen and develop discipleship. Morality being the focus of the church has a long history, mostly because the church was the center of the culture. It makes no sense for the church to be the morality police in a culture where the church is not the center and has a history of moral failings of its own. Discipleship is more difficult, but transformative. It's a shift from an authoritarian-leaning mode (I'll tell you want to do), to an accompaniment mode (I'll walk alongside you and I don't have the answer).
