The problem lies not in the elected officials - they don't magically appear there on their own. The problem lies in the voters, but God forbid we put the blame where it belongs in this country. Everything thinks that someone else is the problem. As Churchill said (more or less) - democracy is the worst form of government, except for all the other forms.
