This isn't surprising actually. Everyone is expendable in tyranny. All you have to do is watch a movie where the villain wants to rule the world. He'll be the first to throw his most loyal people under the bus. Because everyone is expendable and no one can ever be good enough. If they were, they become a threat to the guy at the top.
